If read-only *.dbx file creates above problem, set the read-only attributes as not read-only. For doing this you have to enable the view of hidden files and folders. Type the path of the .dbx file. Go to Start>>Search>>All files and Folders in the box and select search or 'Find Now' depending on your operating system. Once you find a file, open the file and select Properties to set the read-only attribute as unchecked.

(2) If the error occurs because of corrupt DBX files of Outlook Express, then try to solve the issue by removing or deleting the corrupt *.dbx files. Perform deletion only when you have an updated backup along with you.

(3) If the error is because of corrupt Identities Registry key, then follow the below given suggestions:
(3.1) Change the name of the “Main Identities” subkey.
(3.2) Always make a backup of your identity information.
(3.3) Remove the “Identities” Subkey.
(3.4) Again make “Identities” Subkey.
